What voltage do you have at the output of terminals B1, B2, B3 empty? I have the choke connected and I have 350v average in each one, is this so?
Powered with 250v AC

Hello,

after rectification you'll get your AC voltage multiplied by 1,4 (square root of 2).

250 V  * 1,4 = 350 V

Without any load connected, the voltage of B1, B2 and B3 should be equal. Sounds like your PSU works fine.
